The ministry of Victory Fellowship Center began with a powerful three-night revival held in September 1990 at the McConnell Road Civic Center. Many lives were touched and blessed as the anointed Word of God was preached by Elder Maurice Simmons. Just one month later, the Lord opened the door for weekly Bible studies and a weekly radio broadcast—further establishing the foundation for what was to come.

On Easter Sunday, March 1991, the ministry moved into a small building on King Street. A special Church Dedication Service was held on May 3, 1991, officially launching Victory Fellowship Center. Pastor Wiley Jackson and the Word In Action Ministries of Atlanta, Georgia presided over the service. During this celebration, Elder Maurice Simmons was ordained as Pastor by Pastor Jesse “Pete” Smith, of House of Liberty in Cartersville, Ga. The ministry later became officially incorporated as Armour of God Ministries, Inc. 

A pivotal moment in our early history came in June 1991 when Pastor Joseph Bentley of Community Holiness Church and the late Elder Ronnie L. McGhee of Powerhouse of Faith Deliverance Church, both of Waycross Georgia, hosted a “Weekend Special” service. This event provided both spiritual encouragement and financial support, deeply strengthening our ministry for the journey ahead

As the ministry grew in both spiritual impact and reach, Pastor Simmons, along with his wife, Minister Juliett Simmons, served faithfully with unwavering dedication. Together, they labored in love—teaching, preaching, counseling, and nurturing the people of God. Their steadfast commitment to the call of ministry was evident in every area of their service, from spiritual leadership to community outreach. Minister Juliett Simmons stood as a powerful support and spiritual partner, ministering alongside her husband and helping to establish a strong foundation for the growing congregation.

In July 2004, we were blessed by God to purchase our current facility at 925 Oothcalooga Street, which was joyfully dedicated to the Lord on March 4, 2006. The following year, our territory was miraculously expanded when we were gifted an 83,000 square foot building situated on four acres of land across the street of our current building.

In July of 2010, in recognition of Pastor Simmons' visionary leadership, spiritual oversight, and apostolic influence, he was elevated and consecrated to the office of Bishop, becoming Bishop Maurice Simmons. His elevation was a testament to the fruit of his labor and the lives impacted through his obedience to God's call. 

Bishop Simmons’ earthly ministry ended in October of 2013 and in February 2014, Elder Joe L. Stewart accepted the role as the second pastor of Victory Fellowship Center. Just three months later, Pastor Stewart was ordained by Bishop Jesse "Pete" Smith, who at that time, also joined in the dedication of our new fellowship center and banquet hall—named the Maurice M. Simmons Fellowship Hall in honor of our late founding pastor.

Today, we remain just as committed to the call as we were in 1990. Over the past 20 plus years, we have focused on building projects, expanding community outreach, growing our missions, and cultivating church development. Pastor Stewart has co-labored faithfully with his wife, Lady Deborah Stewart, as they continue to serve God’s people with compassion, vision, and excellence. Our weekly services grew to include youth ministry and nursery care. 

As technology advanced, we embraced new opportunities to expand our reach by establishing a presence on social media, where we now host weekly live broadcasts—continuing to share the Word of God with a broader and more diverse audience. Additional ministries have flourished, including Men’s, Women’s, and Marriage Ministries. Our Women’s Fellowship also served as mentors for three years to youth in the local Big Brothers/Big Sisters program. Our Outreach Ministry continues to be actively involved in the community, supporting monthly feeding programs for senior citizens, back-to-school giveaways, health fairs, and other initiatives that meet the practical needs of those we are called to serve.

Our goal is to pursue excellence in every area of ministry. We understand that success comes by putting God first in all things and through dedication, unity, and teamwork. We are committed to working together—for the betterment of both the ministry and the community—knowing that we thrive not as individuals, but as one body with one vision in Christ.

While we believe in living a disciplined life, our foundational instruction from the Lord has always been to preach the Word. He promised to confirm it with signs and wonders. The mission of Victory Fellowship Center is to equip the saints through sound preaching and teaching. We are called to train baptized believers to walk and live in victory—because God’s Word declares that we can live victoriously:

 “But thanks be to God, which giveth us the victory through our Lord Jesus Christ!” –

 1 Corinthians 15:57

Our ongoing mission is to fulfill the Great Commission—carrying the Gospel to all the world, just as Jesus commanded.
